DLF Qutab Enclave Residents’ Welfare Association (QERWA) is one of the largest and oldest residents’ welfare associations in Gurgaon, being founded in 1987 by the early residents in the colony and registered in 1988-89. When the pioneer inhabitants moved into what was then known as DLF Qutab Enclave, Gurgaon was a distant sleepy suburb of Delhi.
A narrow, quiet two-lane road from Mehrauli led to this area which had wide open spaces. The Delhi-Jaipur highway then passed in front of the Maruti Udyog factory some distance away, with no metalled road leading from there to the fledgling DLF Qutab Enclave. There was no electricity connection, noisy generators filling the vacuum. There was hardly a telephone connection, the solitary STD booth providing yeomen service; mobile phones, of course, were not even invented. There were six shops in the newly-built Qutab Plaza, an overworked Corporation Bank (now Union Bank) branch struggling to provide a semblance of service. A bus service operated by DLF Universal Limited (now DLF Limited) with ‘DLF QUTAB ENCLAVE’ emblazoned conspicuously on the sides was the connection of the adventurous citizens to the outside world, transporting them to Connaught Place and the then quiet old Gurgaon town.
It was in those conditions that QERWA was formed. It was a far cry from the swanky city of condominiums, shopping malls, and corporate headquarters that Gurgaon has become this millennium. The Association took up multiple issues concerning the residents with DLF and government agencies. It was in many ways as a result of its efforts that infrastructure developed, and services improved. Gradually, things took shape. Proper electricity connections arrived. The low-lying, flood-prone Mehrauli-Gurgaon Road was raised and four-laned, and subsequently upgraded. Tube-well water supply gave way to municipal distribution sourced from the distant Yamuna. Other municipal services made their appearances. In this transformation, the role of DLF Qutab Enclave Residents’ Welfare Associations can never be over-emphasized.
Apart from all the serious work, the Association regularly organized cultural, social, and sports events, published several editions of Residents’ Directories, and monthly News Bulletin and Qutab Enclave Dateline. In the absence of the amenities that a modern city offers, the residents and the Association created their innovative avenues of entertainment, recreation, and information. To add a holy touch, a unique facet of the Association is that it has a magnificent temple.
It has been an exciting, fulfilling journey. As the much-sought-after millennium city of Gurgaon grows, the role of DLF Qutab Enclave Residents’ Welfare Association evolves. We thank our existing members for their support and cooperation and welcome new ones. We look forward to the participation of all, and to continue providing service to the ever-growing society in all the five phases of the coveted DLF Qutab Enclave (DLF City).
